conf: distro: Move 'version-going-backwards' from ERROR_QA to WARN_QA2.2.4-phy9morty
If we build different machines in one folder we get some ERRORs, which will brake a build. This kind of ERROR rises up and reports, when a package being written out has a lower version then the previously written package under the same name. Sine we are not using runtime package management and not need a complete package feed for anything, we can safely move 'version-going-backwards' from 'ERROR_QA' to 'WARN_QA'.
